A Faulty Flashing Detail?

Tools of the Trade editor Mark Clement thinks that extending ledger flashing over the ledger and joists and out beyond the first course of decking next to the house, as detailed in DCA 6’s Figure 14, just creates a collection zone for water and organic matter. As proof, he shared this photo of a deck he built last year showing the beginnings of a miniature garden between the deck boards next to the house, which he weeded out with the help of a “specialized” tool. To avoid this problem, he suggests holding the horizontal leg of the flashing back so that it doesn’t block the gap between the first two courses of decking. What’s your solution to this problem?
