Florida Roofing Contractor Fined for Fall Hazard Exposure

Turnkey Construction Planners faces more than $110,000 in proposed penalties.

Melbourne, Fla.-based Turnkey Construction Planners faces $114,294 in proposed OSHA penalties for exposing employees to fall hazards. The fines stem from investigations at two worksites operated by Turnkey Construction Planners in Port Saint Lucie, Fla.

OSHA initiated the inspections as part of its Regional Emphasis Program for Falls in Construction after inspectors observed employees working on roofs without fall protection. Turnkey Construction Planners was cited for failing to ensure employees used fall protection systems while engaged in roofing activities and for not requiring portable ladders to extend at least 3 feet above the upper landing. OSHA has cited Turnkey Construction planners six times in the past five years for similar violations, including a nearly $200,000 fine in December 2018 for repeatedly exposing employees to fall hazards.

“Employers have a duty to provide a workplace free of recognizable hazards. Roofing contractors can mitigate risks for their workers by ensuring all employees use approved fall protection systems,” OSHA Fort Lauderdale, Fla., area office director Condell Eastmond said in a news release. “Employers can contact their local OSHA office for assistance in making their worksites safe.”

Turnkey Construction Planners has 15 days from receipt of the citations and proposed penalties to comply, request an informal conference, or contest the findings.
