In situ – ations where impacts on wetlands cannot be avoided, the builder will be able to make “deposits” of labor or materials to such banks or can pay mitigation credits. New York: Energy-efficient builders in New York State may be eligible for $4,000 awards from the New York State Energy Research & Development Authority (NYSERDA). The cash “incentives” are offered on homes that meet cer tain energy-efficiency standar ds, including high insulation and ai r-tightness levels and central ventilation systems.
